Perinatal Outreach

The Perinatal Outreach Education and Consultation (POEC) Services grant is a program designed to provide services to health care providers who care for Maine's pregnant women and their newborns. Activities of the POEC program are provided to all perinatal care providers including physicians, nurses, certified nurse midwives, certified professional midwives, and other individuals or groups with interest in healthy outcomes for pregnant women and infants, in Maine on request.

Perinatal Outreach Education & Consultation Services Grant

Funded by: Maine CDC provides partial funding with additional funds provided by MMC
Grant award: Competitive bid every two years. May be renewed up to three cycles.
Current cycle: Through June 30, 2016
Service area: State of Maine

All activities, conducted through POEC and collaborations will contribute to the following goals:

  • Reducing the preterm birth rate in Maine
  • Reducing maternal, fetal and infant mortality and morbidity in Maine
  • Strengthening the factors that contribute to safe and healthy perinatal outcomes
  • Promoting and sustaining a statewide system of high quality perinatal services that are accessible to all resident

Services

  • Formal and Informal Education on a by-request basis, examples include:
    • NRP Provider and Instructor
    • Electronic Fetal Monitoring
    • Perinatal Substance Abuse
    • Obstetric Emergencies and Neonatal Resuscitation Simulations
    • Pulse oximetry screening for Critical Congenital Heart Disease (CCHD)
    • Others upon request
  • Perinatal Transport Case Conferences-a multi-disciplinary review of mothers and babies transported in to MMC
  • Individual case reviews
  • Consultation, including literature reviews, on any perinatal topic
  • Liaison with community partners such as March of Dimes, Substance Abuse and Mental Health Services, Office of Child and Family Services, Maine Families, Public Health Nursing
  • Work Plan includes:
    • Snuggle ME Guidelines (Perinatal addiction and Newborn Narcotic withdrawal guidelines) completion and dissemination
    • Collaborate with hospitals to reduce elective deliveries occurring at less than 39 weeks
    • Collaborate with hospitals to support breast feeding initiatives
    • Reduce the number of infants dying in unsafe sleep conditions
    • Promote high quality safe home and hospital birth practices
    • Maternal and Infant Mortality and Resiliency Review
    • Abusive Head Trauma (Shaken Baby Syndrome) Prevention
    • Safe Sleep Workgroup
    • Coordinate meetings with Perinatal Leadership Coalition of Maine four times per year
  • Liaisons with Professional Organizations include:
    • American Academy of Pediatrics
    • AWHONN (Association of Women’s Health, Obstetric, and Neonatal Nurses)
    • American College of Obstetricians and Gynecologists
